Meet our Board
The Board of Directors of the San Diego-Imperial Counties Developmental Services, Inc., reflects the geographic and ethnic composition of the population of San Diego and Imperial counties. Membership comprises a minimum of 50% persons with developmental disabilities or family members of persons with developmental disabilities. In addition, a minimum of 25% must be clients. Board members are individuals with an interest and/or knowledge of developmental disabilities with legal, management, board governance, financial, or developmental disability program expertise.

Matthew Storey
Chair
Matthew Storey is a special education and civil rights attorney in San Diego and practices throughout California. He has extensive knowledge and understanding of federal and state legal obligations specifically for children under the age of 22, and ...
Chris Hodge
Vice Chair
Chris Hodge is a parent of a son who has cerebral palsy and hearing issues. Mr. Hodge’s son is served by the San Diego Regional Center. Mr. Hodge has been followed by the San Diego Regional Center, through the public school, and through CCS.
Virginia Bayer
Secretary
Virginia Callaghan Bayer is a retired Naval Officer and the mother of four children, three of whom are currently serving on active duty. She has served on the Special Education Parents Advisory Council of Coronado, the Coronado Woman’s Club, and the Camp Able Board of Directors.
Tessie Bradshaw
Treasurer
Tessie Bradshaw has a Bachelor’s degree in Nutrition and Food Science. She formerly worked for 19 years at the Exceptional Family Resource Center as a family support liaison, training specialist, and support group facilitator.
David Hadacek
Immediate Past Chair
Dave Hadacek is a strong advocate on behalf of people with developmental disabilities. He is currently serving his fourth seven-year term on the San Diego Regional Center Board of Directors.
Yasuko Mason
Member at Large
Ms. Mason has dedicated her life to helping people with developmental and intellectual disabilities and understands the importance of receiving quality services. Her son, a client of SDRC, is autistic and has Epilepsy. Ms. Mason spent part of her career at the Exceptional Family Resource Center (EFRC) working with the families we serve.

2026 Board Meeting Schedule
The San Diego-Imperial Counties Developmental Services, Inc. Board of Directors meets regularly on the second Tuesday of the month at 12:00 p.m. All board meetings are open to the public. The January Board meeting is held in conjunction with the annual meeting and does not always fall on the second Tuesday. The Board does not meet in July or December.
Currently, Board meetings are held in person at the San Diego Regional Center offices located at 4355 Ruffin Road, San Diego, California 92123 in Suite 100 and by Zoom webinar (unless otherwise stated). To register to attend the Zoom meeting, please click the appropriate link below.
